Note: this RP is based on this AU of mine. It's still a bit of a WiP, but all the mostly necessary information is already there if you want to read up on it.

The functionalists have assigned each tribe a function, and have implanted every dragon’s head on the continent with special ‘Obsoletion Chips’ (OCs) through unknown means. The High Council has reserved the right to activate these OCs if a tribe is perceived to be useless. Once activated, the chips will administer a lethal electric shock to the brains of the dragons of that useless tribe, and they will all die, regardless of whether they want to or not. This is called a ‘Mass Recall’.
All the tribes and dragons must prove their worth by doing the jobs they were assigned. If a dragon is found doing a job they are not supposed to, they will be hunted down by the Searchers. Resistance will be crushed, brutally and swiftly.
Near the eastern edge of the center of the continent, there is a large arena known as the Pit. The Pit is built in a large crater from some older situations, namely weapon testing and such things. Dragons can enter the Pit whenever they wish to fight as Gladiators. Other dragons come as prisoners, where they have to serve some sort of sentence.
The SeaWings are fishers, and supply the continent with food.
The NightWings are useful for foreseeing the future and mind reading, so they are used by the Functionalists as spies and such. Most work as scientists with the RainWings, studying various anomalies and methods of progress.
Some NightWings become assassins, despite the practice being outlawed. This rule is not very well-enforced, however.
RainWings are classed as scientists along with the NightWings, though some become profitable spies and mercenaries.
The SandWings are made to explore the desert and eliminate any dragons who have fled from their designated “Kingdoms,” eliminating them. Most of them, however, become archaeologists and relic-seekers. The relic-seekers hunt for animus-touched objects, which are shipped off to the Furnaces of Rath to be destroyed.
The MudWings are used as general laborers and miners due to their strength. They tend to be sent to build things, and often operate as furnace workers in the city of Rath for their resistance to heat. These furnaces power various places around the continent and are highly important.
The HiveWings are dispensed for various miscellaneous purposes around the continent, serving as enforcers of the High Council’s laws among other things. Others have been sent to the mountains with the
The LeafWings are made to grow crops for the tribes, acting as farmers with their leafspeak. They also serve as Ranchers to raise food for the continent.
Some of the IceWings work in conjunction with the HiveWings as enforcers, though some of them act as governors of various cities like Possibility or Sanctuary.
SilkWings become doctors, with their silk acting very nicely as bandages. Others have gone into the mountains of ex-SkyWing territory and have gone into making sugar, honey and textiles with the HiveWings. Other SilkWings go into construction with the MudWings.
The SkyWings serve mostly as postage workers, although some also go and work in the Rathian Furnaces. Most just sort of mill about at this point in time.
Additional Info:
Dragonets under the age of ten go to schools located around the continent that are for their specific tribes. For example: LeafWings will go to a school for LeafWings and so on.
LeafWings work near the Diamond Spray River, where the ground is nice and fertile for plants.
The NightWing/RainWing main lab is located in the rainforest, where there are plenty of things to study.
The SeaWings are located around the Bay of a Thousand Scales.
The Seeker’s Guild is located in the Scorpion Den.
The Relic Hunter’s Guild is also located in the Scorpion Den.
There is another Hive built in the Claws of the Clouds Mountains, where the Textile workers work.
The Construction MudWings go wherever they are needed. Sometimes they are followed by SilkWings.
The Furnace MudWings stay in the City of Rath, on the border of the Rainforest and the Desert.
The Miners mine in the Diamond Spray Delta, the Claws of the Clouds Mountains and the Tail of Pyrrhia.

If you need someone to interact with, I can give no guarantees that I won’t NPC someone and turn them into a full character.
General Fandom stuff.
Council Members should be terrible (morality wise). They’re tyrants, and are far from saviors.
No reservations. It bugs the heck out of me when a reservation is just left to rot.
On top of that, if you are absent for a week or more, your OC’s will be removed and the position re-opened.
In other words, yes, characters are going to die. Yes, you are sometimes not going to have a say in the matter.
Anyone found in possession of an animus-touched object unlawfully automatically has their Obsoletion Chip detonated.
Hybrids are allowed. They are encouraged to pick a function that one of their parents chose. For instance, if you have a leaf/ice hybrid, they could be an enforcer or a farmer, but not both.
Tribrids and over are not allowed. The nurseries see to it that each egg is documented (as well as the parents) and any egg that is three tribes or more is destroyed. The dragons are also scanned at the entrances for whether they have eggs on them or not. If they do, then they will be subdued through the use of their chip.
No, the chips cannot be deactivated. Doing so would require burrowing into the brain, which would kill the dragon anyway.
The Obsoletion Chips are implanted in the dragons when they hatch, through unknown means.
No FanTribes. My sincerest apologies, but no. I’m not putting any other dragons in this hierarchy.
Also no fan powers. Again, I hate to do it, but they wouldn’t make much sense, especially if your tribe gets Mass Recalled.
None of the members of the High Council can be hybrids.
Animi are banned. The carriers of the animus gene were rooted out and destroyed. Animus-touched objects were all burned in the furnaces to melted with acid. Magic is gone, non-existant. And even with that, Animus magic is still broken from canon anyway.
